四川大学山区河流保护与治理全国重点实验室始于1988年5月由国家计委批准建设的“高速水力学国家重点实验室”, 于1992年正式通过国家验收并向国内外开放。实验室是我国水利水电与河流工程领域第一个获准的国家重点实验室。2023年3月28日，水力学与山区河流开发保护国家重点实验室获批重组为山区河流保护与治理全国重点实验室。自创建以来，实验室始终定位于应用基础研究，主要任务是针对国家重大需求，研究和应用现代水利科技理论和方法，解决国家水利水电工程中的有关重大科学技术问题。
一、2025年度支持研究方向：
1.山区河流演变规律与功能保护研究方向
2.山区河流生态保护与系统治理研究方向
3.山区河流灾害防治与风险防控方向
二、开放基金的申请对象与资助强度：
1.国内外高校、科研院所的科研人员及博士后均可在资助方向范围内提出申请。申请人需为博士学位获得者，申请人应联合实验室人员合作申报，合作研究成果将作为项目结题的重要依据。
2.项目研究期限2年（2026.01-2027.12），开放课题资助金额因研究内容而定，一般每项资助的课题可获得4-8万元的经费支持。对优秀开放课题的负责人，实验室优先给予后续开放课题资助。
三、开放基金申请程序：
1、申请人填写“开放基金申请书”及申请人汇总表（申请书请签字盖章后扫描、汇总表请发word版），于2025年11月30日前发送至邮箱skhl@scu.edu.cn
2、实验室组织专家评审后提交学术委员会审议通过立项。
四、基金管理与考核：
1.资助课题需按规定提交结题验收报告及相应成果。不按规定提交者，本实验室有权终止资助，并追回已资助基金经费。
2. 受四川大学山区河流保护与治理全国重点实验室开放研究基金资助发表的论文应注明获得本实验室的资助，标注对应基金项目号，署名单位中需标注四川大学山区河流保护与治理全国重点实验室英文（State Key Laboratory of Hydraulics and Mountain River Engineering），实验室合作者需为论文第一作者或通讯作者。
3. 结题要求：申请人与实验室合作者需至少共同发表高水平SCI论文2篇。
我室本着“开放、流动、联合、竞争”的建设方针，热情希望国内外从事相关领域研究的优秀人才来实验室开展合作研究，产出高质量开放研究成果。

Project Proposals For
2025 Open Fund Research at the State Key Laboratory of Hydraulics and Mountain River Engineering, China
The State Key Laboratory of Hydraulic and Mountain River Engineering (SKHL) invites hydraulic researchers all over the world to submit proposals for research cooperation at Sichuan University and take this opportunity to exchange knowledge and share new research ideas.
Authorized by National Planning Board (NPB) in May 1988, the SKHL is the first State Key Laboratory in hydraulic engineering in China. Since then, SKHL has played an active role in hydraulic research collaboration with other universities and institutions in China. The SKHL consists of the following three research divisions: (1) Mountain river evolution and functional protection; (2) Mountain river ecological restoration and regulation; (3) Mountain river disaster prevention and risk management.
Attached please find the application form of the open fund research at SKHL. Interested researchers may apply for the open fund for up to 24 months, with a maximum total request of 40,000--80,000 RMB.
